CALL TO ORDER

Chair Kehoe called the meeting to order at 7:36 p.m.  He announced the exit locations in
accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.



AMENDMENTS TO AGENDA

OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS

Mark Paggioli, President of the Capital Velo Club, spoke in favor of the waiver of the administrative surcharge for the Keith Berger Memorial Criterion.

Mayor Currey addressed the Council on the following: (1) stated that the Administration is not involved in the Probate Court for the Town of East Hartford and that the only relationship between the Administration and Probate Court is that the Court is housed in Town Hall; (2) regarding the UCONN vs. Notre Dame football game not being played at Rentschler Field – explained that Notre Dame will not play in a stadium that will house less than 90,000 spectators; (3) looks forward to seeing everyone at the Mayor's Ball this Saturday evening.

Outdoor Amusement Permit Applications:

21st Annual Memorial Mile Road Race

                to approve the outdoor amusement permit application for the 21st Annual
                Memorial Mile Road Race to be held on Monday, May 26th, 2008 at
                10:20 A.M. starting on Main Street and ending at the entrance to Martin
                Park on Burnside Avenue; registration will take place at the VFW Post
                #2083 at the intersection of Tolland and Bidwell Streets from 8:00 A.M. to
9:00 A.M., subject to compliance with adopted codes and regulations of the State of Connecticut, the Town of East Hartford, and any other stipulations
required by the Town of East Hartford or its agencies.

12th Annual Sounds of Summer Concert Series

                to approve the outdoor amusement permit application for the 12th Annual
                Sounds of Summer Concert Series to be held on the Town Green, Main
                Street from 6:30 P.M. to 8:30 P.M. on the following Thursdays in 2008:
                June 19th and 26th, July 3rd, 10th, 17th, 24th, 31st (July 31st concert will be
                held in Martin Park), August 7th, 14th, 21st, 28th
                subject to compliance with adopted codes and regulations of the State of
                Connecticut, the Town of East Hartford, and any other stipulations
required by the Town of East Hartford or its agencies.

24th Annual Riverfest 5K Road Race

                to approve the outdoor amusement permit application for the 24th Annual
                Riverfest 5K Road Race beginning and ending at 1235 Forbes Street
                (Goodwin School) in East Hartford on Saturday, July 5, 2008 from 6:00
                A.M. to 11:00 A. M., subject to compliance with adopted codes and
                regulations of the State of Connecticut, the Town of East Hartford, and any
                other stipulations required by the Town of East Hartford or its agencies.

13th Annual Podunk Bluegrass Music Festival

                to approve the outdoor amusement permit application for the 13th Annual
                Podunk Bluegrass Music Festival to be held at Martin Park, 307 Burnside
                Avenue, East Hartford on the following days and times in 2008:

                §       Thursday, July 31st     5:00 P.M. to 10:30 P.M.
                §       Friday, August 1st      9:00 A.M. to 11:30 P.M.
                §       Saturday, August 2nd    9:00 A.M. to 11:30 P.M.
                §       Sunday, August 3rd      9:00 A.M. to   6:00 P.M.
                
                subject to compliance with adopted codes and regulations of the State of

19th Annual Fall Fest

                to approve the outdoor amusement permit application for the 19th Annual
                Fall Fest to be held at the East Hartford Town Green on Main Street in
                East Hartford on Saturday, October 18, 2008 from 10:00 A.M. to 4:00 P.M.
                with music being provided during the same hours; in the event of inclement
                weather, the activities will be held inside the Community Cultural Center,
                subject to compliance with adopted codes and regulations of the State of
                Connecticut, the Town of East Hartford, and any other stipulations required
                by the Town of East Hartford or its agencies.

17th Annual Aselton Memorial Snow Dash

                to approve the outdoor amusement permit application for the 17th annual
                Aselton Memorial Snow Dash to be held in the vicinity of the East Hartford
                Golf Course and surrounding streets in East Hartford on Sunday, January
                4, 2009 between the hours of 12:00 P.M. and 4:00 P.M. with the use of
                public streets occurring between the hours of 1:30 P.M. and should cease
                by 2:15 P.M., subject to compliance with adopted codes and regulations of
                the State of Connecticut, the Town of East Hartford, and any other
                stipulations required by the Town of East Hartford or its agencies.

Waiver of the Administrative Surcharge re: Keith Berger Memorial Criterion

                to set a public hearing date of Tuesday, March 18, 2008 at 7:00 P.M.
                in Town Council Chambers to hear public comment on proposed revisions
                to the Town of East Hartford Code of Ordinances, Section 7-8, subdivision
                (17), entitled Fence Regulations and Section 14-7 and Section 14-10,
                subdivision (13), entitled Dispensing of Alcohol in Town Parks.

Referral to Ordinance Committee re: Entertainment

                to refer to the Ordinance Committee the issue of adult entertainment,
                sex-oriented businesses.

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION

Minority Leader Pitkin inquired on the location of the Treasury Department within Town Hall.


OPPORTUNITY FOR RESIDENTS TO SPEAK

Patrick Sanzo, 23 Risley Street, commented on the UCONN football game schedule as it relates to playing Notre Dame.  Additionally, Mr. Sanzo suggested that the administration attempt to recover monies from the students who were removed from the East Hartford school system for not being residents of the town.
